UK Councils Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a new poll of local authorities, English councils are preparing to sell community centers, athletic facilities, and retail spaces as they rely on a fire sale of assets to balance the books.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in England stated that 60% of councils are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for selling playing fields and land to support their finances, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of authorities attempting to generate funds from a quick sale of assets marked “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on restructuring services and using savings to weather growing fiscal pressures.”

Specific Cases of Proposed Disposals

One local authority in Kent said its property management strategy included the sale of a retail complex in a local town and a community venue in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all generate rent for the authority, will also be disposed of under the plan.

Local Levy Rises and Wider Fiscal Strains

This research of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to increase council taxes next April to address the rising cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to achieve both better provisions and cost efficiency,” said Vince Maple.

He continued: “We face demographic pressures which will persist to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

Research of county councils recently further found council budgets being strained by the increasing figures of young people and adults needing special educational assistance.

A network of councils projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have put off scheduled changes to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Disadvantage and Financial Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, several key cities members were included in the most deprived in England.

  • “Participating urban centers like several major towns place in the top 30 nationally under the 2025 deprivation indices,” said the study.

“While only one key city is among the top 10 for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of England. The data highlights the scale of difficulties facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that reflects and addresses the real levels of deprivation and need,” said a council leader.

“Without this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the study found.
